2024年11月12日，SAUEI团队与哈尔滨工程大学国际教育学院团队就非洲学生来华留学项目展开会谈。哈尔滨工程大学团队表示，哈尔滨是一座极具特色的城市，欢迎非洲及加纳学生来校学习。双方就本科学历项目及其他合作项目深度讨论并达成协议。
哈尔滨工程大学位于黑龙江省哈尔滨市，是中华人民共和国工业和信息化部直属的全国重点大学，工业和信息化部、教育部、黑龙江省、哈尔滨市、海军共建高校，位列“双一流” “211工程” “985工程优势学科创新平台”“111计划”，被教育部、总政治部列入“21世纪人才强军计划”。
截至2023年9月，学校占地面积140.05万平方米，建筑面积119.22万平方米。设有23家教学科研单位，40多个科研机构以及150多个科研和教学实验室。有一级学科博士学位授权点15个，博士专业学位类别3个，一级学科硕士学位授权点32个，硕士专业学位类别11个，博士后科研流动站12个，博士后科研工作站3个。国家一级、二级重点学科各1个。

On November 12, 2024, Harbin Engineering University's School of International Education team met with the SAUEI team to discuss the program for African students studying in China.
According to the Harbin Engineering University team, Harbin is a unique city that encourages students from Ghana and Africa to study there.
After lengthy negotiations, the two sides agreed on the undergraduate degree program and other cooperative initiatives.
Harbin Engineering University which is located in Harbin City, Heilongjiang Province, is a national key university directly under the Ministry of Industry and Information Technology of the People's Republic of China. It is a University jointly established by the Ministry of Industry and Information Technology, the Ministry of Education, Heilongjiang Province, Harbin City and the Navy.
As of September 2023, the school covers an area of 1,400,500 square meters, with a construction area of 1,192,200 square meters. It has 23 teaching and research units, over 40 scientific research institutions and more than 150 scientific research and teaching laboratories. There are 15 first-level discipline doctoral degree authorization points, 3 doctoral professional degree categories, 32 first-level discipline master's degree authorization points, 11 master's professional degree categories, 12 post-doctoral research mobile stations, and 3 post-doctoral research workstations. There is one national first-level and second-level key discipline.
